Sabigat Rakhmetov

Sabigat Rakhmetov is a Member of the Management Board and Chief Financial Officer of Kcell. He is responsible for the company’s financial strategy, capital management, investment planning, and ensuring the sustainable financial growth of one of Kazakhstan’s largest telecommunications operators.

He graduated with distinction from the Kazakhstan Institute of Management, Economics and Strategic Research (KIMEP), earning a degree in Finance. He began his professional career in financial consulting, where he gained hands-on experience in corporate finance, financial modelling, transaction support, and investment project analysis. For more than five years, he worked at PwC within the Advisory practice, participating in a wide range of projects for major companies and financial institutions.

In 2016, he joined JSC Samruk-Kazyna, where he progressed through a series of investment and business support roles. Over the years, he was responsible for managing investment portfolios, analysing new investment opportunities, supporting transactions, and developing strategic financing initiatives. He led projects involving portfolio investments and transaction structuring, while also contributing to the development of asset management approaches across the fund.

In parallel, he served on the boards of several companies, including United Chemical Company and Bolashaq Investments, where he was involved in corporate governance and strategic development initiatives. Between 2022 and 2024, he held the position of Director of KazMunayGas International N.V. in Bucharest. In this role, he oversaw investment projects within the group, financing matters, and the company’s strategic growth in international markets, with a particular focus on Central and Eastern Europe. He also chaired the Board of Kazakh Romanian Energy Investment Fund, established to implement large-scale energy projects in Romania and strengthen investment cooperation between Kazakhstan and Romania.

Since August 2024, he has served as Chief Financial Officer of Kcell. In this role, he focuses on corporate finance, investment analysis, business development, business transformation, financial modelling, and strategic planning. His experience in international consulting, charitable foundations, and major industrial and telecommunications companies enables him to combine a strong investment perspective with the practical realities of financial management and long-term business growth.
