Andrey Glushchenko leads the Treasury Risk function for the Middle East and Africa (MEA) at Citi, based in Dubai. In this role, he oversees market-risk frameworks, liquidity and balance-sheet risk, and drives regional treasury governance across a wide range of dynamic emerging markets.
With nearly 20 years of experience in financial risk management and investment analysis, Andrey has built a strong reputation for bridging theory and practice in risk management. His expertise spans market and liquidity risk, quantitative analysis, capital markets, and economics, complemented by extensive international exposure in both global and regional financial institutions.
Prior to his current role, he held several senior risk leadership positions at Citi — including Treasury Risk Head for CEEMEA, TRUKI/CEE cluster, and Market and Liquidity Risk Manager for Russia, Ukraine, Kazakhstan, and Israel. Earlier in his career, Andrey served as Head of Market Risk at VTB Capital, Head of Market Risk and Liquidity at OTP Bank Russia, and Head of Risk Management at Ingosstrakh-Investicii.
